THE DALAI LAMA.

The Shanghai correspondent of thi local Chinese pamper attributes the Thibetan trouble to the Dalai Lama-'s ignoring all Government authority. He believes that the Dalai entered into secret agreements with Russia and other nations without consulting the Chinese Government. The latter, some time ago, devised a greater China scheme in connection with Mongolia and Thibet. One of the reforms proposed was the conversion of these territories into Chinese provinces. This reform, it is said, the Dalai Lama opposed. FURTHER EXPLANATION.
Received 28, 0.55 p.m. I'ekm, February 28. The Dalai Lama and the Chinese amban who commanded the trooos quarrelled for supremacy. Both claimed" Pekin's authority. The amban declared that Thibet had been proclaimed a Chinese province, and there was some Woodshed at Lhassa prior to the Lama's flight.
