LORD KITCHENER'S SCHEME CONDEMNED. A CLERGYMAN'S IDEA. By Cable.—Press Association.—Copyright London, February 22. The Manchester Guardian is inclined to wish that the latter portions of Lord Kitchener's report on the defence of Australia, relating to the training and maintenance of an efficient staff of officers for a citizens' army had likewise been addressed to the Imperial Government. Continuing, it says: "We never get within measurable reach of the ideals which are suita ; . :e for an army in a democratic country. Lord Kitchener's report reminds us 1 of the report of the Committee of Military Education in 1902, stating with regard to junior officers: 'Keenness of fashion is not correct form, and the idea is to do as little as possible.'" Sydney, February 23. Mr. Beale, the retiring president ef the Methodist Conference, denounced Lord Kitchener's military s'cheme and the spirit which engendered it as false patriotism. Though defence might be a necessity, he did not think experience or reason required that young boys should be handed over to a military caste -
