Although Lord Kitchener's formal report will not be sent to the War Office and the Commonwealth Government until the New Zealand visit is concluded, Mini-tors are becoming verbally acquainted with some of the visitor's more important conclusions. The opinion is gaining ground that Lord Kitchener will recommend a modification of the military board system of administration and a reversal to the general officer commanding system on the purely war side of tho administration. He is also likely to recommend the expenditure of : an enormous s'um on strengthening the 1 whole defences of northern Australia. Lord Kitchener sails for Tasmania tomorrow.
