January 31, During the discussion on the military festimates in the Reichstag, Herr Von Oldenburg, an ex-cavalry officer, while deprecating a public discussion of army details as being inimical to discipline, raised a storm by remarking that the Kaiser must be able to say to any lieutenant: "Take ten men and shut the Reichstag." The vice-president of the Reichstag, replying to Socialist protests, interpreted the remark as implying that a soldier must obey to the uttermost his warlord's command. Herr Oldenburg ass'ented, but deputies of several parties contended that the Reichstag had been insulted by the remark.
