GERMANY'S ARMAMENTS.
THE NEED FOR SECRECY. By "Cable—Press Association.—Copyright Berlin, January 20. Tlic naval correspondent of the Hamburger Nachrichten recommends secrecy regarding the potential output of the Essen works. He says that uncertainty will be favorable to Germany, inasmuch as an enemy would be unable to calculate the number of battleships likely to be added to the German fleet before a war reached a decisive stage.
