Simultaneously with the delivery of his reply to Mr. Knox's proposal, tin I Mikado issued a significant rescript ! authorising the South Manchurian railI way to borrow an amount equal to I double the paid-up capital, but not exceeding the total capital. l<t is understood that 40,000.000 yen (about £2,000, 000) will be borrowed immediately, to be devoted to the rapid development of the Antung-iLukden line and the iiuj provement of Port Arthur as a large commercial port.
