A GERMAN SYNDICATE'S CONCESSION. INDIGNATION IN GERMANY. By Cable.—Press Association.—Oopyrifttf Received Dec. 30, 10.20 p.m. Berlin, December 80. There is much indignation in Clermany because Herr Holhveg, the ftnperiol Chancellor, considers the German Manncsmaun syndicate's concessions, covering nearly a seventh of Morocco* are in defiance of the Algeciras Convention and Germany's intention ts iub> mit the concession to arbitration. A cable received on 27th October stated that in view of the approaching conference to establish a mining law In Morocco, the German Mannesmann syndicate had taken the opinion of thirteen authorities on International Law, including Professor Westlakc. of Cambridge, who unanimously agreed that the Mannesmann concessions do not come within the scope of the conference. The cable added that the concessions cover one-tenth of the whole area of Morocco.
