German newspapers are discuMing with disapproval the groundless reports of negotiations with England for the reduction of armaments. London, December 29. The Daily Express declares that the reports were a blind for influencing the electors. Councillor Paul Koch, Admiral Von Tirpitz's principal coadjutor, says "it is beneath Germany's dignity to tie her hands with England. It will be Germany's) affair if she widens the provision of the present naval law."
THE NAVAL SCAREMONGER.London, December 20. Lord Charles Beresford, speaking at Portsmouth, complained that the Government had not replied to the allegations of Mulliners, a Coventry firm, and added: "I have several scandals as bad in black and white, and will publish them if forced."
