Helsinglois, December. 16. It in reported in Helsingt'ors that General Seyii, the new Governor of Finland, has been empowered to re-establish a dictatorship similar to that which, existed under General Bobrikoff.
The Grand Duchy of Finland was ceded to Russia in 1809. By various decrees from 18'JD to 11)03 the powers of local self-government which Finland possessed under its old constitution were taken away, but in 19U5 the Czar restored the independence. The Senate resigned last year owing to the Diet's opposition to its policy with regard to ltuasia and the Czar dissolvec tne »let, which later re-assembled, a great majority being opposed to the prior ri,ierence"'of legislation to the Russian Imperial Ministry. Evidently it is because of this opposition that a dictatorship :s to be re-established. ,
