THE UNIONIST'S PROGRAMME. TARIFF REFORM SCHEME. ALTERNATIVE TO THE BUDGET. Received December 8, 10 p.m. London, December 8. The Birmingham Post publishes an outline of the scheme it is believed will be adopted by the Unionist Cabinet if the Unionists win.the election. A general tariff will be established in respect of all goods not deemed rnw material. There is no intention of having multifarious rates, which would throw open the door to Parliamentary intrigue and lobbying. On goods upon which little labor is expended 5 per cent, will be imposed; on nearly finished goods 10 per cent.; on completely manufactured goods 15 per cent.; on foreign corn two shillings jicr quarter. Colonial 1 corn will be given a substantial preference, but possibly not the whole two shillings. There will be three scales in each of the three rates of duty. The maximum will remain in abeyance for two years, to give time for friendly negotiation* with foreign powers. It is estimated the tariff will produce 16 to 20 millions.
