The Dominion Trades Congress is recalling Trotter, its representative, who was sent to Britain to dissuade workers from emigrating to Canada. The action is interpreted as the abandonment o« the exclusion policy. The decision is attributed to the Canadian Immigration ' Department describing the Congress's policy as unpatriotic.
