I By Cable.—Press Association.—CopTrigat St. Petersburg, November 24. It is reported that the army scandalß at Moscow involve the embezzlements of £11,000,000 annually, £1,500,000 in Moscow alone. Supplies sufficient for a whole army corps were stolen at Kiefl and Odessa. The prisoners purchased splendid estates and mansions. These have been confiscated. Seventy further arrests are pending.
