Sir Wilfrid Laurier (Premier of Canada) speaking during the debate on the Address-in-Reply, said Parliament was unanimously committed to the organisation of a Canadian navy. It seemed to him that Australia and New Zealand would come round to the Canadian view. He added that the Empire would only remain strong, not by telling the daughter nations to revolve like satellites around the Motherland, but by allowing each to develop to the fullest, so as to bo a source of strength to the whoie. He strongly criticised Mr. Monk's attitude in overlooking the duties and »e----sponsibiHHos of Canadians as Britishers towards the Empire.
