The Daily Telegraph states that Sir Joseph Ward's exposition of the new naval agreement shows he has courageously followed the lines of the Empire naval policy. Referring to Australia's locally controlled force, the paper says; "A nice figure any such little squadron would cut against any Power that could break through the British Navy."
