A petition has been prepared for t'ie signature of bankers and merchants iji the city urging on the Lords to talc.; such action as will give tile people an opportunity to express their views on the Budget before passing it into law. " UNSCRUPULOUS AND DEGRADKIX" MR. BALFOUR AND THE METHODS OF THE RADICALS. London, Septemlier 30, Mr. Balfour, Leader of the Opposition, in a letter to Mr. B. Stanier, member for Newport, who mentioned the reports of Radical speakers declare that if tariff reform is established there will be no more old-age pensions, and also reports that when the election comet toe Radicals will post this statement outside the post offices where pensions are paid, denounces' these methods as unscrupulous and degraded, recalling the campaign of mendacity in connection with Oliinese labor. He feels confident that the Radical leaders will discourage such a system of lying, which must harm the cause of free institution.
