The first annual convention of the Canadian Federation of Labor at Ottawa adopted the general executive's report in favor of voluntary service in accordance with Canada's militia system, and against the regular army, 'it also approved of the naval policy in regard to Canada acting in harmony with other portions of tie Empire but preserving complete automony in the matter of Furthermore, that all warships or military equipment must as far as possible be built in Canada.
