The Standard allege? that strained relations exist between Mr. Reginald McKcnna (First Lord of the Admiralty) and his colleagues, owing to the chilling' reception of the scheme concerning the manning of the fleet. <The paper adds it is understood that Admiral Br'/lgemnn is the real author of the scheme and lias threatened to resigned lii« position on the Board of the Admiralty unless Ministers take steps to deal with what he considers is a manifestly grave national menace. His proposals involve an increase of between 14,000 and 17,000 men.
