THE DEFENCE BILL PROVISIONS. By Cable.—Preß« Association.—Copyright Melboui..c, September 22. The Defence Bill provides for compulsory military training from between the ages of 12 and 14 to 18 years, for senior cadets from 18 to - }o years, and for citizens'' forces and citizens' naval forces. These are to be divided into militia and volunteers. Reserved citizens' military forces are to lie divided into active and' reserve sections. It i« proposed to limit tlic application of the compulsory clauses to tho more populated area's at first. Employers preventing employees from rendering service shall be liable to a penaltv of £IOO.
