RELAXING TIIE CONDITIONS. By Cable.—Pross Association. —Oopyrighl Received 22, 0.55 p.m. London, September 22. An Army order hie been issued in substitution of order No, 233 issued in 1006. It details the organisation and functions of the General Staff. Any officer* below a lieutenant-colonel., who does not hold a staff college certificate but Is considered specially qualified for >ervice on the General Staff ii\ the field, may be sent to the college for a. year without entrance examination. The appointments to the British and colonial local staffs are 1o be made upon the recommendation of the General Staff, and submitted for the King's approval.
The Pall Mall Ontetto say» the growth of colonial armieß will necesjitnto some modification, but for the present it seems certain colonial officer* will welcome the idea of graduating from an English staff college.
