"A DISGRACE TO CIVILISATION."
By Cable.—Press Association.—Copyright Received 20, 9.30 p.p. . New York, September 20. • President Taft. at Chicago, condemned the administration of the criminal law as a disgrace to civilisation. He contrasted the delays with the speedy business-like procedure of the English Courts. He bad also found undue delays in civil courts. It is reported that Mr. Taft favors the appointment of a commission to devise the reform of the Federal Courts to serve as a model for ' the State Cour's.
