Prince Ito, President ot ine Privy Council of Japan, in the course of a anecch said he doubted whether China could successfully adopt the Constitution while her failure to «lo so would imperil the peace of the F.ast. Among his reasons for his doubts Prince Ito gave the following:(1) The enormous area of tlie i.m pile and defective communications. (2) Immovable conservatism forbidding a change even in the system of taxation. . (8) That the Chinese were untrained in local administration. The latter essential, he said, precluded a national assembly. He was astonished at the silence of Occidental publicists on this question, w-hich was so vital to the peace of the Orient.
