The Daily Telegraph, without mentioning Sir Joseph Ward's alleged arrangement with the Admiralty—an apparently inspired account of which was circulated through lteuter's agency—remarks that Australia and Canada are definitely committed to the creation of local fleets. Other newspapers arc silent, evidently awaiting authoritative official information,

THE DELEGATES CONGRATULATED. Received 20, 10.5 p.m. London, August 20. The last plenary conference of ths Imperial delegates was held yesterday. The Premier (Mr. H. 11. Asquith) congratulated the delegates upon the result of their work. The other Cabinet Ministers were also present. Received 20, 10.45 p.m., London, August 20. The delegates will attend a mefcting of the Committee of Imperial Defence.
