It is stated that the Porte is favorable to an American offer to construct a railway from Angora to Vah, via Svas, in Kharput, with branches to the] Mediterranean, Diabekiar and MosenL The syndicate asks for a guarantee jof four pe r cent, on the cost and one ppr cent, for amortization, with the tithe* of six vilayets as security, also the nght to exploit the mines and oil fields in a cone 20 kilometres each side of the like. The scheme involves an outlay of BO millions sterling. f
