Reuter's Pekin representative states that Mr. Fletcher.(United States Charge "Affairs) and the Chinese Foreign Office have settled the Haukan-Szechuan railway question, on a basis of increasing the loan to thirty million dollars, the British, French and German groups taking three-quarters and an American syndicate one quarter, the Americans to have equal opportunity to furnish, material fo r the Szcchuan-Canton lines and branches and be entitled to appoint subordinate engineers, also the right to I participate in future loans in respect of | the Szechuan railway and its branches.
