His Worship the Mayor presided over the ordinary monthly meeting of the Borough Council hist night, when all the councillors were present. REDUCED SUBSIDY.—WHY?
The Valuation Department forwarded t3lC> Ms 3d. subsidy on rates. Tile rates collected at Is" Id, reduced to less than Is by deduction of refund £ll 2s 4d and £40(1 3s hospital and charitable aid, were C 2530 10s Id, and the subsidy was at the rate of 2s Od in the pound. The town clerk said the estimated subsidy was .a3S. The Valuation Department will be asked by what authority they made the deductions from the subsidy. MILL ROAD.
Twelve ratepayers drew attention to the tad state of the Mill road, wnk'h was so badly broken up as to almost block it against traffic and to endanger the Council's water mains.—Referred to the Works Committee.
THE COMMITTEE SYSTEM, Councillor Bishop moved, according to notice, that each committee consist of the whole Council. His object was make it easy to secure-a quorum. His experience was that it was difficult to get a <|iioruni of these small committees of two and three members. Councillor AVilson, in seconding, pro forma, suggested that the motion should be altered so that all committees be discharged, and that the Council be a committee of the whole, to deal witn the whole of the business referred 111 committers. ■Councillor Dockrill was of .opinion that committees of four members .were the best, for only two members were required to form a quorum. Councillor Rellringer liked Councillor Wilson's theory, but thought it impossible in practice. He believed the whole Council might be on the niniii committees, such as works and electric lightCouncillor Browne thought the proposed big committees would he .unwieldy and unworkable, Councillor Bishop did not press ,;lie motion, which was lost.
