Baker (Lieutenant-Governor of Bengal) was both timely and sensible. ine master of Elibank informed Mr. D. M. Smcaton that Sir E. N. Baker always had been one of the foremost Indian reformers. /

In addressing the Bengal Council, Sir E. N. Baker said there had been, enough denunciations of outrages. It was now time for more than talk. He added that unless the education authorities and the parents of students actively co-operated witi the Government, the solution would coine not in a peaceful or painless way, nor would there bo room then to discriminate between innocent and guilty. The speech produced a profound sensation. -
