THE CHINESE LOAN.
AMERICAN PARTICIPATION. Berlin, June 21. Germany cordially replied to tht United States when she expressed the desire to participate in tho HankowSzechuan railway and seized the opportunity to show friendship by support ing America against Britain and France. As a result of the diplomatic intervention of the United States Government—with a view to showing that the Franco-British groups in 1005 expressly reserved for American capitalists an op* portunity of enforcing their right to participate in loans—The Chinese Government has withheld its ratification of the British-Gerinan-French loan for ttw construction of the Hankow-Szochuaa railway. Arrangements are now in progress for the participation of American capitalists in the loan.
