The publicans' profit on the now duties would be four million sterling, fo there was no cause for complaint Mr. Balfour dwelt on the inc'onsiat-, eney of attempting to crush the trade nnd presenting four millions th 0 following spring. Mr. ,T. F. Hope proposed that 25 icr cent, preference lie given Imperial-grown tobacco m the interests of India nnd South Afnen. The motion was roieoted by 18a votes to 57.
