Mr. Lloyd-George, justifying his' cautions estimate of the yield, alleged that the trade might add water otherwise. The publicans' profit on the now duties would be four million sterling, fo there was no cause for complaint Mr. Balfour dwelt on the inc'onsiat-, eney of attempting to crush the trade nnd presenting four millions th 0 following spring. Mr. ,T. F. Hope proposed that 25 icr cent, preference lie given Imperial-grown tobacco m the interests of India nnd South Afnen. The motion was roieoted by 18a votes to 57.
