TROUBLE OVEII A RIVER TREAT I. Received May 9.5 p.m. Ottawa, May 18. The Canadian Parliament is discussing Senator Smith's rider attached at the last moment to the Ottawa treaty affecting St. Mary's River. Despite the recommendations of ex-President Roosevelt, President Tuft, and Mr. Knox (Secretary. for State) to modify the terms, Senator Smith refused. The United States Senate ratified the treaty without obtaining indications as to Canada's approval, or the approval of the Britisii Ambassador at Washington. Sir Wilfrid Laurier remarked that the rider altered the situation and involved serious issues, requiring a careful investigation before the Government could ask the Royal assent to the treaty.
