Witko, a Russian terrorist, locked Colonel V<on Cotton, Chief of the Moscow police, in a room in a Paris Hotel and emptied a revolver in Kotten'e face.
Vitko, when arrested, stated thatKotten offered him a position in the secret police and in the alternative Siberia, lie became a spy, after serving eighteen months in Siberia. Finally he arranged a sham plot to secure revenge oa Kottcn.
