The Finance Committee substitute fof ' the maximum and minimum provision! in the Payne Bill reported in Senate, provides for application on April Ist, 11)10, against any country discriminating against United States products, the maximum tariff, consisting of an additional 25 per cent, ad valorem duty on all rates.

In the Senate tile Bill Committee also recommended in the cases of countri's whereto the maximum rates arc applicable, ten cents per lb on tea and five cents per lb on coffee. The President may, in the event of no discrimination, grant rates to the whole of n foreign country or exclude dependencies tir colonies. Thus, according to thJ newspapers, the maximum may become applicable to any foreign country or » colony which adopts and enforces tariff legislation. -
