DRAMATIC RISING IX TURKEY. TROOPS DICTATE TO PARLIAMENT. Constantinople, April 13. ■ A revolt has occurred at Constantinople. Two battalions of troops surrounded the Parliament Buildings and demanded the dismissal of the Grand Vizier, President of the Chamber, and the Minister of War. The situation is grave. The insurgent troops, who were quartered at the Ministry for War, inarched at dawn to the Mosque Saint Sophia, thence to the Parliament Buildings. Serious disturbances and panic prevail. Mutineers invaded Stamboul at midnight, and by morning the greater part of the garrison of Constantinople and the Haloiha Rifles (hitherto the mainstay of the Committee of Union) and many civilians armed with revolvers •were surrounding Parliament'. The mutineers' officers were gagged and imprisoned in barracks, and the mutineers commanded by a aon-commissioned officer. They' cheered the Sultan and demanded that the State should respect the Sheriat, or sacred law. A few artillery and cavalry remained faithful, and massed before the Ministry for War, using ouickfirers to intimidate the crowd. Seventy were killed and 20 wounded. The latest Teports state that the exMinister for War is a prisoner, and the mutineers are barricading the approaches to Parliament. Edham Pasha, accompanied by cheering troops and baads, proceeded to Stamboul. , After the resignations, the Sultans Irade was read in the Chamber, pardoning the mutineers avid announcing that the Sheriat would be observed in future. The Chamber cheered the, massage. • The unrest of the troops is not confirmed in the capital. A conspiracy against the Committee of Union in Albania in the interests of (Albanian autonomy is being fostered.
