WELSH ESTABLISHMENT BILL. London. April 7. Mr Asquith, Premier, announced that the introduction of the Welsh Disestablishment Bill would be made on the 21st inst., and that it would be on the lines of the Bill of 1895. FRICTION IN THE CABINET. Received April 8, 10.50 p.m. London, April 8. Constant meetings of Cabinet have given currency to rumours that further friction has occurred amongst members over the Budget. AN ARMY BILL. Received April K, 10.50 p.m. London, April 8. In the House of Commons the Army Annual Hill was read a third time. It contains clauses enabling the colonial legislatures to apply the Army del to loeal forces, and a clause making members of colonial forces subject to the Army Act when training in the United Kingdom. The Kill provides for the billeting of Territorials on private individuals when inns are not available, A discursive debate preceded Parliament's adjournment till the I'.lth.
