RUSSIA'S ACTION. Received 2, 10.20 p.iV. St. Petersburg, April 2. Tho Douma is to be asked to vote £51,400,000 tor the Army, an increase of £4,400,000. The announcement was received with cheers. It is announced that the Russian Slav societies will shortly meet to discuss how to combat tho menace of Germanism.
