I know that on windy nights it is nearly impossible to keep oil lamps alight, and tli.it the acetylene lamp uioet often fails one when it is most needed. I know, also, that th« said lamp is practically a failure in the hands of the ordinary cyclist, and even the best of them tar from perfect as yet; but the police can exercise discretion, surely.
