REGULATING THE LIQUOR TRAFFIC London, March 14. Mr. J. Briggs' Bill u-garding the sale of intoxicating liquor on Sunday in England passed the second reading by 244 votes to 59. Mr. Asquith (Premier) announced that it was his intention to bring the i Bill into harmony with the machinery of last year's Licensing Bill.
