THE FISCAL QUESTION.
MH. BALFOUR BECOMING BOLDER. LONDON CHAMBERS OF COMMERCE RESOLUTION. Received 14, 4.30 p.m. London, March 13. Mr. Balfour was the guest of the executive committee of the Tariff Reform League. He remarked that there was no doubt, that fiscal reform was the first plank oi their platform (cheers), and it was tie matter whereto any Unionist Government must first address itself. He referred at length to Mr. Winston Churchill's declaration as regards retaliation, and quoted extracts from the speeches of Ministers who claimed that retaliation was really protection. It was another indication, irrespective of party, that the old system must be changed. There were symptoms that tliis opinion was spreading beyond Unionists' ranks. H« predicted that when the changes come, they would produce no undue shock to national industry or the course of national trade. He added that the changes would be commonsense. moderate and reasonable. The council of London Chainbere of Commerce resolved that preference accorded by the various self-governing colonies would be a distinct advantage to British manufactures, and the withdrawal of preference would be most detrimental to trade.
