Carnegie, as president of j the l'cacc Society, proposes that Britain and the Cnitcd States should unite fur the purpose of limiting naval expansion; Britain to agree ,to protect the American coast in the Pacific, Hawaii and the Philippines and the United States to defend British possessions in the Atlantic, the agreement to continue toy five years.
