Tliia direction was the outcome of his obedience to the rulings of the Court of Appeal, which laid down the procedure. Received 11,10.10 p.m. London, March 11. A New York correspondent report* that this ignominious collapse has caused 110 surprise at Washington. It confirms President Taft's view of the necessity for additional legislation.
