Mr Ben Morgan, special commissioner fox the Manufacturers' Association of Britain, who recently visited Australia, read a paper nt the Colonial Institute oil the Empire's -trade, the paper taking tlie bhape'oi a resume of his official report. He eaid it was the imperative <lutv of the British Government to encourage the employment of British capital within the Empire. Only by w doing could the Empire l>e made self-sup-porting within a reasonable period. Mr. Urarv llirchenough, director oi tlie British South Africa Company, who presided, expressed the hope that » s'teady- and wide policy for the defence of the Empire's trade would be developed, because Britain wan competing with people who were bending their whole energy in tlie defence oi their trade. Mi'.Taverner (Agent-General for Victoria) ridiculed Mr. R. J. Wilson's gross mis statements in the Inventors' Review and the allegations that Victoria was stagnant and tihe colonies lived cu bori rowed money. He showed that Victoria's liability to English investors had been reduced by seven millions in three vears.
