GOVERNMENT WAITING FOR BELGIUM'S ANSWER. London, February 28. Sir Edward Grey, Secretary of State for Foreign Affairs, has promised Parliament .an opportunity of discussing the question of Congo reforms when Belgium's expected answer is received. Until then no further action is practicable.
