Iu the House of Commons,a two-days' debate lias begun on Earl Percy's amendment deploring tluit no effectual efforts have been made to restore tile authority oi law in Ireland, ami,, protect the eleineiitiiry rights of the subjects. Karl Percy contended that a comparatively narrow area emphasised the. appalling situation, and asked why the Estate Commissioners were not instructed to refuse to purchase land where intimidation ifreviiiled. He urges that a Coercion Act is necessary to protect witnesses.
Hr. Birrell strenuously justified the administration, and also prosecutions for cattle driving under Bdward 111. I statute, which, he claimed, was excellent for file purpose. He declared that cattle-driving \v«is rapidly decreasing, and deplored boycotting, which was nil-' suppressible by a particular Crimes Act. He would not oppose a measure dealing with firearms, providisig it were made applicable to the whole United Kingdom. The present facts did not warrant the enforcement of the Crimc6 Act. Mr. .1. 11.
