CONTROL OF SEAMEN.
A PROPOSAL REJECTED. Received 23, 11.30 p.m. London, February 23. The Advisory Committee, wherein employers and employed connected with the mercantile marine are represented, unanimously recommended the Board of Trade to establish, under the supervision of the Registrar-General ofShipnine and Seamen, a central registrar showing the continuous record of every seaman! in order .to trace and punisn 1 Churchill rejected the recommendation on the ground of expense, also another relating .to the efficiency 01 seacommittee is now sending a deputation to Mr. Churchill, including Messrs Is orman Hill and Devibt.
