Hays' Bill, to prohibit hop substitutes in brewing, aad the importation hops except iu pioperly marked bags, was read a first Mr, A. Ponsonby's amendment to the Address-in-Reply in favor of Bills dealing with the Lord-V veto this session, va* negatived by 225 to 4T. *. Mr. Asquith described the amendment as equivalent to one of eeusure, and urged that pledges given for tne session, including the financial proposals must be honored. The contemplated 'change involved dissolution. The issue would be submitted to the country at tlui earliest opportunity, consistent wi'tli tlie discharge of the Government s obligations regarding social reform. Mr. Balfour declared the Government was brave in nothing but words, conscious that the country was not behind them.
