NATIONAL SERVICE LEAGUE'S SCHEME. COMPULSORY TRAINING OF YOUTHS. Received 2, 11.10 p.m. London, February 2. Lords Roberts, Meath, Milner and Curzou and the Duke of Wellington, on behalf of th-e National Service League, •propose that all youths between 18 and 1 *2l spend four to six months in camp, followed by a, musketry course and a fortnight's camp for three years. They estimate that the territorial anuy will 'thereby be increased within four years to 400,000, with 150,000 recruits, and 'eventually a reserve of 000,000, at a cost of four millions sterling. • Referring to the present territorial force, they state that it does not provido sufficient men for peace training and provides a hopelessly inadequate burden that is unfair in its incidence.
