GERMANY PUTS IN HER OAK. Received 211, 11.10 p.m. London, January 29. tlermauy has recognised Belgium's annexation of the Congo as Belgium's purely domestic concern. The Times regrets the decision at a moment when Sir Kdward Grey is still ipressiug for a friendly spirit and previse information regarding the steps Beligium proposes with a view to remedying the admitted abuses hi the Congo.
