Mr. Haldaue, Secretary for War, in a speech in London, while combatting compulsory service jis regards the regulars, referred contemptuously to the man who amused himself and did nothing fur his country. He remarked that it. was not imprulmlile that a short and sharp Act of Parliament in war time would enmpel him to do his duty 'for home defence in some very ineon'veiiiont and unpleasant part of the country.
