| CALIFORNIAN MISCHIEF-MAKERS. London, January 22. (|.'lie New York correspondent of the, Times declares that San Francisco i| ''wantonly mischief-making, solely for party purposes, since considerably more Japanese are leaving the United States than are arriving there. Mr. W. R. Hearst, of newspaper fame, demands the lleet's return to the Pacific, and emphasises that it should be kept there, since complications are developing which threaten war.
BELIEF IN JAPANESE GOOD FAITH. Received 24, 4.15 p.m. San Frtmcisco, January 23. The Chamber of Commerce comnyttee recently visiting Japan unanimously petitioned tlie State Legislature to defeat the anti-Japanese Hills. It is convinced of the Miknclo's Government's absolute good faith regarding the restriction ol immigration to the United States. -
