REORGANISATION OF ARMY AND NAVY. A. REVIEW OF THE POSITION. . Received 14, 0.50 p.m. Constantinople, January 14. The Grand Vizier informed the Turk* isli Chamber that German instructors had been engaged to re-organise the army and British officers to re-organise the navy. It was, he said, necessary to revise the constitution of the navy, making it more in conformity with the country's needs. The Government considered that the new regime had completely changed the aspect of the Macedonian problem, and lie expressed the hope of an Immediate solution of the Bosnian and Hcrzegovinian difficulty. He also hoped for a favorable issue of the situation with Bulgaria. He anticipated a solution of the Cretan question, with the co-operation of the protecting Powers, on a basis of maintaining and safeguarding Turkish rights. The Chamber voted confidence in the Cabinet.
