Xlic boot manufacturers luive issued a lengthy manifesto in answer to the resolution of the executive of the rcueiated Hoot I'nion. JI shows as regards ■condition* and wages that tlie provisions of the present award were twice approved liy the parties interested when the award had expired and was renewed as an industrial agreement. F'nrthe:-, that tlie Workers' Federation had admitted employers hud during tlie past ] few years paid workers according to merit. Tlie nuinifcsto alleges that probably 80 per cent, of the workmen employed under the present award receive more than minimum wages, ranging to 85s. Regarding State hoot factories, the manifesto points out the inconsistency of the demand for the abolition of tlie duty on imported boots and shoes, and the" establishment of State boot factories, which, if free trade in boots existed, they could not compete with other parts of" the world.
